`dev.idiolect.changeProposal`

changeProposal publishes a governed definition change as one inspectable packet.

verificationStatus=incomplete is distinct from verified and must not pass a release gate. Consumers should preserve unknown enum slugs and resolve community extensions under their local vocabulary policy.
